Google is seeking mobile network partners to launch Project Loon Internet access services across India. Project Loon uses a fleet of balloons to provide backhaul functions, though not access to the end user.
Presumably, Project Loon would provider backhaul, while mobile partners provide access on the ground.
Project Loon last year had signed agreements with three leading Indonesia mobile network operators–Indosat, Telkomsel and XL Axiata–to begin testing balloon-powered Internet over Indonesia in 2016.
Sri Lanka also reportedly is going to participate, though few details have been made public.
